IBTCI was selected by USAID to evaluate three regional education programs implemented throughout Latin America and the Caribbean (LAC): the Centers of Excellence for Teacher Training (CETT) Presidential Initiative, the Partnership for Educational Revitalization in the Americas (PREAL), and the Civic Engagement for Education Reform in Central America (CERCA). IBTCI’s evaluation was used to provide USAID’s LAC bureau with information on benefits and challenges of regional programs and recommendations on how regional programs can be strengthened and more effectively complement bilateral programs. In addition to key informant interviews (KIIs) with staff of implementing partners, USAID, national education decision-makers within the LAC, and focus groups with various other stakeholder groups, IBTCI administered an on-line survey to capture the perspectives of citizens, civil groups, and stakeholders throughout the greater LAC region.
