Somalia Legislative Strengthening Program

As part of USAID’s three year Consortium for Elections and Political Process Strengthening III (CEPPS III) program, IBTCI was tasked with evaluating USAID Somalia’s legislative and political process strengthening program’s achievements and identifying challenges in program design, activities, and operations. USAID’s CEPPS program was implemented to enhance the ability of Somaliland’s parliament in developing effective and informed public policies, promote political parties’ use of expert analysis and public opinion outreach, and improve the ability of civil society to influence their political processes. IBTCI utilized key informant interviews (KIIs) with members of parliament, parliamentary staff, and civil society/ media outlets in Washington D.C., Nairobi, Hargeisa, Mogadishu, and Garowe.
