Joe Lumpkin has over 26 years of combined, comprehensive work-related and academic experience in
longer-term development and humanitarian relief projects, with 16 of those years focused primarily on
new business development and resource acquisition for large contracting firms, not-for-profit non-
governmental organizations, and a Woman Owned Small Business (WOSB). He has extensive experience
developing, mentoring, and leading diverse teams – both at country office and US-based levels – and
managing longer-term development and relief projects; He has designed and facilitated capacity-
building events and led projects and/or resource development activities funded by the US Government,
various foundations, corporations, and other institutional donors. Joe holds an M.S. degree in
Development Management from American University and a B.A. in International Politics and a B.A. in
Russian from Penn State University. He proudly served as a Peace Corps Volunteer in Estonia.
