Relevant Projects
Bangladesh: In its Role as the Project Coordination Unit (PCU), assisted the Ministry of Commerce in coordinating and monitoring all project activities including conduct of technical committee meetings, integration of sub-projects, and maintenance of a central reference point for project generated documents.
Bosnia and Herzegovina: Set up offices, procured IT equipment and provided on the job training in procurement policies and procedures for a newly established Railways Recovery Project Unit. Wrote operating and administrative procedures that were adopted by the Unit. Prepared a procurement plan to meet the priority needs, developed standard bidding documents, and guided the Unit in conducting bidding processes and negotiations for goods and equipment and civil works. Also, established procedures and documents for the Unit to engage other consulting services. Procurement monitoring and linked financial management systems were developed for continuing use by the railways companies. Actual tendering processes were used to develop procurement skills of the Unit and to make railways management aware of good practices.
Bulgaria: Reviewed existing procurement legislation and identified changes needed to comply with EU regulations and initiated best practices. Prepared a procurement manual and standard bidding documents for procurement organizations. Worked with local IT specialists and industry groups to assess readiness for E-Government procedures, with particular attention to the introduction of e-procurement systems. Carried out a capabilities assessment of procuring entities and developed and initiated a training program with computerized training materials.
Cambodia: IDBC Assisted the Ministry of Health of Cambodia in preparing the launch of the project and supervised the implementation of the Project Preparation Facility; assisted the Project Coordination Unit in setting up operating procedures and preparing bidding documents, contract documents and procurement plan.
China: Drafted model documents based on adaptation of best international practices to Chinese situation; produced user manuals for each procurement and contracting method; conducted training of trainers.
China: Prepared tender documents and assisted Ministry of Public Health (MOPH) in procuring three vaccine production plants and vaccine production technology.
Egypt: As part of Port Said Development Program, provided procurement advisory services on planning, preparation and arrangements for PPP for expansion of the existing container terminal facility.
India: Conducted comprehensive review of procurement procedures and bidding documents of the Oil and Natural Gas Corporation and presented findings and recommendations to its Board of Directors.
Indonesia: The technical assistance had two phases. Phase 1 focused on helping to develop a framework for state audit reform, based on careful sector analysis and an extensive consultative process. In phase 2 of this project, developed the project design for further assistance including the project scope and components, implementation arrangements, cost estimates, and a financing plan.
Jordan: As part of the Emergency Recovery Program, prepared model bidding documents for procurement of commodities. Coordinated procurement requirements of the World Bank and other co-financiers.
Latvia: As part of the public procurement work, examined Latvia’s procurement-related laws and regulations; interviewed representatives of governmental bodies (both those concerned with corruption in public procurement and those carrying out public procurements), private suppliers seeking public contracts, and a non-governmental organization concerned about public corruption; and compared Latvia’s laws with respect to preventing and combating public procurement with other countries’ laws.
Lesotho: Prepared bidding documents for ICB Procurement of Library Books and Journals.
Malawi: As part of the Public Procurement and Supply Management Reform Study, conducted a comprehensive review of laws, policies, procedures and practices in Malawi and formulated recommendations for reform of public procurement and supply management. Also, analyzed effectiveness of existing procurement and stores management practices and organization.
Moldova: Performed a full range of procurement and disbursement activities for the implementation of the first Bank loan to Moldova, including procurement planning, document preparation, advertisement, assistance in bid examination and evaluation, project accounting and contract administration. Conducted training on procurement and disbursement and prepared a Manual on International Procurement and its Legal Aspects for the Ministry of Foreign Economic Relations.
Nepal: The training course provided approximately 20 hours of training to 90 participants. The training deliverables were focused on: how to identify auditor responsibilities for the prevention and detection of fraud in general, and procurement fraud specifically. Participants were trained on how to identify the common indicators and detection techniques associated with illegal activity and abuse; what are the indicators of procurement fraud schemes.
Nigeria: Assisted the Bureau of Public Enterprise in becoming operationally more efficient and transparent, under the institutional support component of this project. Established a comprehensive procurement system, based on the World Bank model, for the procurement of goods and services worth nearly $120 million by Nigeria’s privatization agency.
Pakistan: Carried out analytic studies of legal, organizational, operational aspects of procurement and recommended specific measures for improvement, organized final presentation conference.
Philippines: Reviewed procurement codes and procedures as a first step towards their reform, analyzed practices of major procuring entities, prepared report on recommended approaches to correcting deficiencies.
Russia: Provided technical support to three US pharmaceutical firms to establish environmentally safe-manufacturing facilities in Russia that would provide critically needed drugs targeted for production. Coordinated and evaluated proposals submitted to USAID; recommended, based upon evaluation of proposals, American pharmaceutical firms exhibiting the most expertise, experience and immediate readiness to undertake the work.
Russia: Drafted standard bidding documents for procurement of goods and works through international and national competitive bidding, user manuals, a standard contract for consulting services and standard prequalification documents for works, presented a paper recommending functions and organizational structure of a proposed federal procurement authority and drafted operating procedures to implement the proposed federal procurement law.
Switzerland: GAVI is an International Public Private Partnership (Bill and Melinda Gates Foundation, WHO, UNICEF, WB, bilateral donors) that finances and supplies vaccines to developing countries. Established harmonized procurement practices acceptable to all partners. Also, wrote policy guidelines and administrative manual to ensure transparency in procedures and contract award decisions, established confidence in fiduciary management, eliminated conflicts of interest, created auditable record of activities. The results were basic requisites for continued financial support from donors and for the efficient use of funds received.
Tanzania: Provided assistance to the Parastatal Sector Reform Commission in structuring procurement arrangements, preparation of documents, evaluation of offers, negotiations, engagement of consultants, procurement advisory services.
Thailand: Advised/ assisted World Bank/ Ministry of Education in planning and preparing documents for equipment procurement for universities.
Uruguay: Reviewed bidding procedures and documents and provided procurement advice for education projects in compliance with the policies and procedures agreed between the World Bank and the borrower.
Uzbekistan: Trained and assisted local counterpart staff in the Project Implementation Unit in conduct of international competitive bidding process for complex Information and Telecommunications System requirements. The team worked with local counterpart staff to prepare the specifications and bidding documents, establish bid evaluation criteria and procedures, conduct the bidding process and guide the contractor selection process for design and installation of railways telecommunication system. Procurement was carried through to completion, resulting in favorable contract prices and conditions for supply, installation and operation of the system.
Vietnam: For IT vendor selection, prepared draft bidding documents, drafted procurement notices and advertisements, provided technical assistance in bid evaluation, and prepared bid evaluation reports and draft contracts per World Bank procedures. Also, assisted in contract negotiations.
Vietnam: Under the Agriculture Rehabilitation Program, advised Bank Supervision Mission on procurement issues, prepared comprehensive procurement plan, developed several sets of prequalification and bidding documents and conducted training. Under the Irrigation Rehabilitation Program, advised Bank Supervision Mission, reviewed procurement arrangements, prepared bidding documents and conducted training.
Uganda: Developed and presented two-week Executive Seminar on Procurement Management for twelve senior officials. Also, analyzed procurement environment and recommended changes.
Zambia: Worked on the harmonization of lender requirements and examined procurement policies and procedures of all major donors in agriculture sector and made recommendations for harmonization.
