Donald Strombom: Dr. Donald Strombom has nearly 40 years of experience in procurement. As the Chief of the Procurement Policy Unit at the World Bank for eight years, Dr. Strombom held the highest managerial and technical position for all activities of the Bank and its borrowers relating to procurement, contract administration and use of consultants and contracting in co-financed projects. He revised and administered Procurement Guidelines, initiated standard bidding documents, initiated borrower country procurement assessments, organized and conducted procurement training programs for Bank staff and borrowers, and handled all procurement complaints and approved procurement arrangements for all projects. Dr. Strombom is the Founder and President of International Development Business Consultants (IDBC) and International Procurement Consultants (IPC). In recent years, Dr. Strombom has written numerous articles and advised on how good procurement practices can be an effective tool to combat corruption. Dr. Strombom earned his Ph.D. in Engineering, with a dissertation calling for new approaches to transport investment planning in developing countries.
