The MCC is currently engaging with several countries eligible for MCC assistance and under MCA Compact is providing grant assistance to several countries (Government of Foreign Country - GFCs) for economic growth programs. IBTCI is recruiting international consultants for the anticipated MCC RFP for capacity building assessment, training and development, and short-term related support services. The consultants should have the requisite background, experience and expertise in Capacity Building that includes the assessment, training, development and refinement of a country’s core skills and capabilities in order to (1) improve the effectiveness of the GFC’s area of focus; (2) to improve development and/or quality of GFC Compact proposals; and (3) to improve the efficiency/effectiveness of Compact implementation. The results-focused areas of the GFCs include project design, financial management, accounting, auditing, budgeting, procurement, project management, monitoring and evaluation. These capacity building services to be provided in the host country languages are for support of the GFCs at various levels that are eligible for assistance under the MCA. MCC is currently in the following countries: Armenia, Benin, Bolivia, Burkina Faso, Cape Verde, El Salvador, Georgia, Ghana, Honduras, Jordan, Lesotho, Madagascar, Malawi, Mali, Moldova, Mongolia, Morocco, Mozambique, Namibia, Nicaragua, Philippines, Senegal, Tanzania, Timor Leste, Ukraine, and Vanuatu. RESPONSIBILITIES: Responsibilities include providing in-country short-term services in the results-focused areas of the MCC assisted/eligible countries. QUALIFICATIONS: Significant experience of working in MCC assisted/eligible countries will be an advantage. Senior level experience in project design, financial management, accounting, auditing, budgeting, procurement, project management, monitoring and evaluation, preferably in MCA compact countries. At least a Masters Degree and relevant professional certification in business, economics, finance, accounting and public administration. Must have high level computer skills. Fluency in written and spoken English, excellent communication skills. Fluency in the relevant country languages such as French, Spanish and Portuguese will be advantageous.
