Monitoring and Evaluation:
Key Personnel
Cynthia Scarlett: Ms. Cynthia Scarlett is a seasoned professional with more than
twenty years work experience
including nine years in development/relief work in challenging environments. Ms. Scarlett
has an extensive background in monitoring and evaluation (M&E) of programs and has a wide
range of experience implementing USAID projects in both the relief and development sectors
including; infrastructure rebuilding, good governance and civil society education, food
security, health, education and legislative strengthening. She has successfully managed
multi-million dollar, small grants programs for World Vision, USAID and the United Nations
and has a proven track record in fiscal accountability, project design and reporting. Before
joining IBTCI, Ms. Scarlett was the Country Representative for USAID’s Office of Transition
Initiatives in Burundi.
For the past year and a half, Ms. Scarlett has been serving as IBTCI’s Chief of Party for a
USAID M&E program in Iraq. She has traveled to most of the 18 provinces of Iraq, including
highly volatile areas visiting the Provincial Reconstruction Teams to support USAID and
implementing partners. As the Chief of Party for USAID’s Monitoring and Evaluation Performance
Program, Ms. Scarlett is responsible for providing oversight and leadership in all of USAID’s
M&E programming including; the monitoring of USAID’s over one billion dollar annual program
portfolio, working with USAID and USAID partners on the development and tracking of Partner
Performance Management Plans and related indicators and, providing strategic direction to USAID
in program management. Ms. Scarlett also oversees the work of the visiting evaluation teams as
well as the permanent team of expatriates based in Iraq and local field monitors.
Ms. Scarlett has earned USAID’s Meritorious Service Award “For exceptional performance and
outstanding teamwork in the implementation of programs in Africa” and OTI’s Perseverance in
the Face of Adversity “For coming up with innovative ways to promote peace and keep the momentum
going amid a faltering peace process, increasing security risks, staffing issues, and office
relocation; and for a can-do approach where “no” is not an option.” Ms. Scarlett’s “secret”
USG security clearance is current. Ms. Scarlett is fluent in English and French.
Harvey Herr: Mr. Harvey Herr is a manager and monitoring and evaluations specialist
with more than
30 years of experience working on USAID and other donor funded projects to create
governance indicators and assess data to inform public policy in developing countries.
Currently, Mr. Herr is IBTCI’s Senior Monitoring and Evaluation Expert on a USAID-funded
Monitoring and Evaluation project in Iraq. Mr. Herr is one of two resident advisors in Iraq,
developing a unique nation-wide monitoring capability for USAID. Mr. Herr designs and
implements monitoring and evaluation plans across the portfolio of USAID projects in Iraq.
He designs survey methods which are most appropriate to measuring performance against USAID
Mission objectives and is responsible for analyzing the results using SPSS statistical
software. Mr. Herr ensures that monitoring and evaluation is evidence based incorporating
rigorous methodology, supervision and quality control.
Prior to joining IBTCI, Mr. Herr worked with UNICEF Kenya to update the indicators for
Millennium Development Goals. With the UN-HABITAT Lake Victoria Water and Sanitation
Initiative he consulted in monitoring and evaluation for the Water and Sanitation and
Infrastructure Branch. Previously with the USAID funded Iraq Local Governance Project
as the Director of Monitoring and Evaluation, Mr. Herr conducted three nationwide surveys
and assessments of local government in association with Iraqi professionals to establish
baselines and evaluate project performance. Earlier he served as senior statistical advisor
to the United Nations Human Settlement Program, in Kenya. He served as a senior advisor to
the Kenya Central Bureau of Statistics for fifteen years. He began his career as an Area
Development Advisor in Viet Nam and as Urban Planner/Analyst in local government in the USA.
Robert Beckman: Mr. Beckman served as IBTCI Team Leader of the
USAID funded Iraq Monitoring and Evaluation Program Project II.
He has over 35 years of experience in international development, including
27 with USAID where he rose to the position of Deputy Mission Director.
He has significant experience in program design, implementation and
evaluations in the Middle East, Indian subcontinent, former Soviet Union
and Southeast Asia. He has extensive managerial and organizational skills
with experience in policy, program and project formulation and evaluation
in key economic development sectors. He has competence in energy and
environment fields, trade and investment promotion, financial sector reform,
and commercialization of technology.
