Monitoring and Evaluation:
Key Personnel
Martina Nicolls: Dr. Nicolls has over 10 years experience with international
development projects in countries with complex, post-conflict environments, and
transitional governments such as Afghanistan, Pakistan, Iraq, Liberia, Sudan, Rwanda,
Sierra Leone, and Nepal as well as in more stable environments such as Ethiopia,
Mongolia, and Indonesia. She has undertaken long term engagements in Asia and Africa.
She has a thorough understanding of monitoring and evaluation and IT with 18 years
experience including extensive expertise in longitudinal studies, data quality assessment,
data analysis and statistical surveys, as well as evaluation expertise on multi-national
donor funded projects. As an Evaluation Expert for USAID, the World Bank, ADB and the
European Commission, she has conducted evaluations in education, peace-building,
democracy and governance, community development, child labor, and institutional
strengthening. Dr. Nicolls has a Ph.D. in Educational Administration and Supervision;
Master of Science Communication; and a Bachelor of Education (Majors: Mathematics, English).
Adam Reisman: Mr. Reisman is a research and M&E specialist with over ten years
of development experience in the design, implementation, and monitoring and evaluation
of stabilization & reintegration, conflict-mitigation, and democracy & governance programs
in fragile and post-conflict states. In the Fall of 2010, he served as an advisor to
IBTCI's Monitoring and Evaluation Project in Sana�a, Yemen, and helped to develop and present
the monitoring methodology, performance management plan, and key �stability� assessment
tools on behalf of USAID/Yemen. Prior to this, Mr. Reisman held several positions within
and in support of USAID, including Team Leader for the Office of Conflict Management and
Mitigation's Research Unit, and M&E Specialist and Program Manager for the Office of
Transition Initiatives. He has led or participated in evaluations and assessments of
USAID, State Department and other U.S. Government programs, or provided M&E technical
assistance, in Yemen, Uganda, Sudan, Tanzania, Nepal and Bolivia, among other countries.
He holds a Masters Degree in International Affairs from the George Washington University�s
Elliott School of International Affairs, and is proficient in Spanish.
