Jim Bonnell: Jim Bonnell is an auditing professional with 35 years of Federal auditing experience, including almost 20 years with the U.S. national audit office, the U.S. General Accounting Office (GAO). He has extensive experience in conducting and managing all types of audits, including financial, compliance, program results, operational, and performance. During his professional auditing career with the USAID Office of the Inspector General (OIG) and GAO in Washington and overseas, Mr. Bonnell audited programs of numerous public sector agencies, and had extensive contacts and dealings with the business sector. He has provided briefings to numerous senior level Government officials on the results of his audit work, testified before Congressional committees, and made presentations on the role of audit and the Inspector General to international audiences. Mr. Bonnell is currently serving as IBTCI Team Leader on the World Bank funded Development of the State Audit Office (SAO) project in Macedonia. He holds an MPA degree from Pennsylvania State University.

Liam Coughlan: Liam Coughlan is a financial analyst and training expert with almost 20 years of experience obtained in Ireland, United Kingdom, Eastern Europe, former Soviet Union, Africa, and Asia. Mr. Coughlan is thoroughly familiar with the Association of Chartered Certified Accountants (ACCA) and Certified International Professional Accountant (CIPA) testing and certification; and through participation in various donor funded accounting reform projects he has established himself as a top rate trainer and team leader. He is currently serving as IBTCI's Chief of Party on the USAID funded Accounting and Audit Reform Activity in Bosnia. Prior to this assignment, Mr. Coughlan worked on accounting reform projects in Uzbekistan, Georgia, and Armenia. Previously, Mr. Coughlan worked in various capacities with the ACCA in the United Kingdom and Ireland. Mr. Coughlan started his career as a lecturer of accountancy courses in Ireland.
